# PM Inspection vs. DOT Inspection: What Is the Difference?

## Is a PM inspection the same as a DOT annual inspection?

No. A PM inspection is scheduled maintenance work. A federal annual DOT inspection is a separate regulatory inspection with its own criteria, documentation, and qualification requirements. Completing or passing a PM inspection does not satisfy a federal annual-inspection requirement.

## Can a PM checklist be used as a DOT inspection form?

No. A PM checklist is not a DOT annual-inspection form. It should not be used to certify a vehicle under 49 CFR Part 396, to make an out-of-service decision, or as evidence that a regulatory standard has been met.

## What should the customer receive after a PM visit?

The customer should be able to see which asset was serviced, when the visit occurred, what was checked, what was found, what work was completed, and what follow-up is recommended. That is a service record, not a regulatory certificate.

The shortest accurate answer is this: **preventive maintenance keeps equipment on a service rhythm; a federal annual DOT inspection addresses a separate regulatory obligation.** They can concern the same truck, but one does not become the other because the same technician, service provider, or checklist is involved.

## What a preventive-maintenance inspection is for

A PM visit helps a technician document routine service for their customer. It captures the asset, the visit, observations, work performed, and follow-up context. The details should come from the equipment manufacturer’s service documentation and the operating conditions of that asset.

A PM result can identify work that needs attention. It does not make an out-of-service determination and it does not certify the equipment against a federal standard.

## What an annual DOT inspection is for

A federal annual inspection is a periodic inspection requirement under [49 CFR 396.17](/kb/annual-dot-inspection-requirements). It has prescribed component criteria (the [Appendix A annual inspection checklist](/kb/appendix-a-inspection-standards)), documentation requirements, and inspector-qualification rules. The inspection report and its retention are distinct from an ordinary maintenance record.

For the regulatory details, read [annual DOT inspection requirements](/kb/annual-dot-inspection-requirements) and [who can perform a DOT annual inspection](/kb/who-can-perform-dot-inspection). Those pages describe the regulation; this page only marks the boundary.

## The practical comparison

| Question | Preventive maintenance | Federal annual DOT inspection |
| --- | --- | --- |
| Primary purpose | Record scheduled service and maintenance context | Meet a separate periodic regulatory inspection requirement |
| Equipment-specific basis | Manufacturer documentation and operating conditions | Federal criteria and applicable requirements |
| Result | Maintenance observation, completed work, or follow-up | A qualified inspector's regulatory inspection result |
| What it does not establish | Federal compliance or out-of-service status | The equipment’s complete maintenance history |

## Why the distinction protects everyone

Calling a PM record a DOT inspection can mislead the customer, a driver, and the next technician. It can also hide the work needed to keep the two records complete. Keeping the documents separate makes the PM history more useful without overstating what it proves.

This knowledge base keeps preventive-maintenance guidance on its own track for the same reason. [Learn what belongs in a PM record](/kb/what-is-a-pm-inspection) or [see what the customer needs from the report](/kb/what-belongs-in-a-pm-report-for-the-customer).

*Preventive maintenance is not a federal annual inspection and does not establish regulatory compliance. For current federal requirements, consult the applicable regulation and qualified advice for your operation.*
